Maximus has tried many times to take over the inhuman city of Attilan, so when he managed to capture the silent king Blackagar Boltagon (otherwise known as "Black Bolt"), it came as a surprise to no one.
However, when Medusa, Crystal, and Quake launched a rescue mission, they were quite surprised to find out that Maximus had recently... EXPANDED his arsenal. His new "Inhuman Gene Reallocator" did not simply drain them of their powers, but redirected them back into their bodies, giving them proportions that were truly inhuman.
